SDVO Mission & Intent
On October 20, 2004, President George W. Bush signed Executive Order 13360 to increase federal contracting and subcontracting opportunities for service-disabled veteran businesses. The intent of the Order is to honor the extraordinary service rendered to the United States by veterans with disabilities incurred or aggravated in the line of duty during active service with the armed forces.
The Executive Order requires each federal agency to:
- Develop a strategy to significantly increase its contracting and subcontracting with small businesses owned and controlled by service-disabled veterans;
- designate a senior-level official to be responsible for developing and implementing the agency’s strategy; and
- report its progress annually to the Small Business Administration (SBA).

DWBH is a Small Business Concern (SBC) specializing in best value, small business and set-aside type contacts for small and small disabled veteran owned business. DWBH is a privately owned company incorporated in the state of Georgia by Thomas E. White (Retired US Army). DWBH is not an 8(a) status firm or located in a Hubzone.
